Such a fire <br />could P~se extreme hazard to persons and property surrounding <br />F & R's~property and the Site. <br /> <br />That, smoke from the proposed open pit fires could pose a <br />hazard Go airplanes using t~e Gateway North Industrial Airport <br />located,approximately 1~ miles east of the Site. <br /> <br />Thatiat~ached hereto and incorporated herein is the city Fire <br />Chlef'si memorandum dated June 26, 1989, which memorandum <br />reCOmmends no burning permit be issued at the site. <br /> <br />That~ representatives of Minnesota's Department of Natural <br />ResOmrces ("DNR") and Pollution Control Agency ("PCA") have <br />visited!the Site and neither of them believes burning of the <br />trees at the Site is a safe method of disposal. <br /> <br />Thatlreasonable, practical alternative methods of disposal of <br />the %re%s exists in the form of chipping, exporting off-site <br />and/Or burying. <br /> <br />That~the burning of the trees poses a great potential fire <br />haza=d in relation to the remaining pine tree forest which <br />surrounds the Site on three sides, and the ignition of such <br />a fi~e ~ould be a major fire hazard to lives and property <br />with%n the City of Ramsey. <br /> <br />ThatiF ~ R states that the purpose of the burn is to eliminate <br />a potential fire hazard and dispose of trees, brush and <br />vegetative matter in the development of land. <br /> <br /> CONCLUSION <br /> <br />On the basis of the foregoing Findings, the Council concludes <br />that~aniopen burning permit should not be issued to F & R at <br />the Site. <br /> <br /> <br />
