My recommendation is to deny the permit on the following grounds: <br /> <br /> 1 ) Alter, native machinery lot disposal, the "flail hammer" which leaves shattered <br /> !rag~ents with no impedimenl to sand, roads, and stumps included in the <br /> Windrow is available. In lhis scenario, the remaining material can be spread and <br /> '.clegr~aded on-site, plowed or disked into the top soil, or used for sUrface scar <br /> erosion control and restoration of tree plantings. <br /> <br /> 2) 'T'he(e is unknown, but potentially significant, air quality impact, perhaps with <br /> nece~ssary ash removal off the site. <br /> <br /> 3) If burning option is pursued, the emission control needs to be evalualed as <br /> ~trin~entty as the Anoka County Diseased Tree Disposal Site, since the volume at <br /> [he F & R site is similar in compositors and volume. <br /> <br />Would it be possible 1o meet with Mr. Haik at the site in the near future? <br /> <br />Thank you lor your,, attention 1o this matter. <br />Sincerely, <br /> <br />CITY OF RAM~EY <br /> <br />Bruce F.
