The application is dated October 27, 1989. In addition, the City also acknowledges receipt of a copy of your letter da%edioctober 29, 1989, addressed to John Nelson of the Department, ofl Natural Resources, Forestry Division "DNR". The City!'s Fire Chief has reviewed your application which is the same .~equ~st we reviewed with you at the Ramsey City Hall on October 2~i~ 1~89. The CitY's Fire Chief does not recommend approval of the applicatioD. ~ He again cites those safety issues outlined in the City's Findings of Fact which were adopted by the City Council on July 25, 1989~ and a copy of which I sent to you on August 3, 1989. The Fir~ Chief sates that he would reconsider his denial recommenda~iom if steps were taken to reduce the volume of material to be burned ~y 50 to 60 percent. On No~ember 8, 1989, as you are aware, the Ramsey City council met and re~ie~ed the Fire Chief's recommendation. The Council did endorse th~ F~re Chief's denial recommendation at said meeting. You have previously advised me that you have not formally submitted you~ application to the MPCA or DNR. As I believe you are aware~ the City's authority in this process is to make a recommenda~loD, and the two state agencies make the final decision. I am therefore copying this letter to the DNR and MPCA respective.y
