[ Inspector Steve Lutmer observed the surface discharge which indicates system <br />failure. The o4/ner~, were notified the same day (refer to letter/notice of January 31, 1992). <br /> <br />Mr. Pratt catlex~ on [February 3, 1992 regarding his septic system. He asked what should be done <br />and Inspect0rlIgutnJer suggested that a new system might have to be installed. Mr. Pratt said that <br />he has to puna~his tank twice a year and that he does not have the finances for replacement. <br /> <br />Our records in4icat{: that this system has been in failure for some time. Please refer to the attached <br />letters from fo,'met[Building Official Clayton Berg (particularly August 19, 1985). Based on our <br />records of the~istt~ry of this system and the current situation and complaints, I feel there is no <br />acceptable alt, e,i, nati?e to the installation of a new system. The existing system was installed prior to <br />City Code reg~latiog construction and should be considered non-conforming.
