I <br />I <br /> <br />I <br />I <br />I <br /> <br /> CASE #~ <br /> 1992 coMMuNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Basically, cDBG funds are limited to being used for projects that benefit the handicapped, senior <br />citizens and lo~w in~ome persons. The City of Ramsey's estimated allocation for 1992 CDBG is in <br />the amount °f~$28~090. A public hearing was scheduled this evening for the purpose of receiving <br />comments and-reqtlests for use of the 1992 CDBG allocation. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CDBG funds ,are processed in 3 year cycles. 1992 is the 3rd year of a 3 year cycle and we must do <br />a project in 1992; the funds cannot be carried over into the next 3 year spending cycle. <br /> <br />The project selectign process proposed is Council receiving suggestions and requests this evening, <br />providing CitM Staff with instructions as to preferred projects requiring further research for Council <br />consideration On F~bmary 25, and placement of a case on the February 25 Council agenda to adopt <br />a resolution allocating 1992 CDBG funds. <br /> <br />Observations: <br /> <br />There exists ag'rea[ need for neighborhood park facilities in the proximity of the Flintwood P.U.D. <br />The Flintwood P.U.D, is a neighborhood of younger families and the nearest developed park is <br />River's Bend. ~Acdess to that park for the Flintwood children would require crossing Hwy. #47. <br />There is an ur~deV~loped park lot adjacent to Flintwood P.U.D. that would accommodate play <br />structures, swipgs, h very basic park shelter with picnic table, and sandlot ballfield. To make these <br />park improve~ent~; on the basis of benefit to low income persons residing in the area would be <br />very cumbers ~c!rne ~ justify. However, these improvement s could also qualify for CDBG funding <br />on the basis :o~ benefit to the handicapped if we select and develop amenities that are handicap <br />accessible. Parks ~and Utilities Coordinator Mark Boos has been working on some preliminary <br />development i~lan$ for that park area, all of which would be handicap accessible. Based on <br />preliminary c6st e~timates, we know that the entire $28,000 could easily be allocated to fund <br />certain improvements in this park area. <br /> <br />Again as in 1991,i other options for CDBG allocations are the Anoka County Rehabilitation <br />I-lousing Program gnd Public Service Agencies. To date, I have received one application from a <br />public servic~ agency, North Suburban Counseling Center, in the amount of $1,500. The <br />application is enclosed for your review. I fully expect that other public service agencies will be <br />present at the public hearing to submit requests for allocations. <br /> <br />Recommendation: <br /> <br />It is recommended [that City Staff be directed to put together a firm project proposal for Flintwood <br />park improveirienb using the 1992 CDBG allocation and conduct an analysis of all CDBG <br />proposals, including those from public service agencies, on a S/person impact basis. <br /> <br /> CounCil Action: <br /> <br /> Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />CC: 2/11/92 <br /> <br />City Administrator <br />Parks & Utilities Coordinator <br />Zoning Administrator <br /> <br /> <br />
