Schroeder, City Administrator Backgroundr: At the J~ua~ !4,11992 meeting, City Council introduced the enclosed amendment to Chapter 7 of the Charitat:fl~ Ga~bling Ordinance regarding lawful expenditures within the trade area and bingo occasionS. 3 Y6~ are aware, regarding bingo occasions for 1990 and prior years, the ordinance allowed'uPl;I sii~ bingo occasions per establishment. During 1991, we allowed two bingo occasions. !~ e l~lw currently allows seven bingo occasions. We are recommending that language be adopted ~ pi sented which allows for bingo occasions as regulated under State Statute. Regarding ih{ ~i~ t of the law, it is Staff's position that the State is the enforcement authority with expertise in;t',~s' :ca beyond what cities are intended to have; therefore, it should be the State determinatiOr a~ :o the number of bingo occasions. Within the ordinance amendment, also included is:rig~ lai~guage on expenditures within the City's trade area as discussed on January 14, 1992.
