MEMORANDUM <br /> <br />TO: <br />FROM: <br />RE: <br />DATE: <br /> <br />Ramsey City Council <br />William K. Goodrich, City Attorney <br />Definition of General Legal Services <br />January 21, 1992 <br /> <br />At the request of Staff, I am presenting this memo to you in order that Council, City Staff and <br />myself will have a more clear understanding of the scope of the term "General Legal Services" <br />which we will provide to the City. <br /> <br />In providing General Legal Services, I am aware it is the intent of the City to provide for legal <br />review and advice while continuing to provide for conservative budgeting and expenditures. <br />General Legal counsel shall therefore be requested, where necessary, from the City's designated <br />general legal firm in the following areas: <br /> <br />a. Attendance at Council meetings, regular and special; <br /> <br />b. Attendance at meetings with Staff, public groups, and public hearings; <br /> <br />Review or preparation of contracts, performance bonds, insurance and other routine legal <br />documents; <br /> <br />d. Review or preparation of ordinance code amendments and resolutions; <br /> <br />e. Formal and informal legal advice to Council and Staff, Commissions and Committees; <br /> <br />f. Response to public inquiries on City matters; <br /> <br />O' <br /> <br />Formal and informal advice on personnel matters including interpretations of federal, state <br />and local rules and regulations relating to personnel matters; <br /> <br />Staff meetings and meetings as deemed necessary by the City Administrator in order to <br />maintain communication and give legal advice on various City issues; <br /> <br />i. Eminent domain legal actions as directed by the City Administrator; <br /> <br />j. Primary responsibility for legal actions commenced by the City, in the City's name; <br /> <br />Review of any lawsuit where the City is named a defendant and where insurance coverage <br />is not available or if potential exposure is above policy limits; and <br /> <br />General Legal Services shall not include typical bond counsel and counsel for the tax <br />increment financing projects. In addition, there may be occasions when the City's best <br />interest will be served by outside counsel for specialized matters and litigation.
