Certainly other L.C.M.R. funding strategies are somewhat relevant and portions of the proposals
may allude to them, hopefully increasing the chance that we may be funded. If memory serves, the
last funding cycle had less dollars available but received over 1,700 separate proposals. The
requests for funding are fierce. With City Council's conceptual approval, Staff intends to submit
up to three proposals for L.C.M.R.'s consideration. A rough outline of the three project proposals
and objectives is attached. At this time, capital expenditures by the City are not expected to be
included in the proposals. Costs have not been assigned to the individual initiatives as of this
writing; more infom~ation ~vill be available at the meeting.

Attached for your review is L.C.M.R. Request for Proposal Number V.

Environmental Education/E..E3 and Outdoor Recreation Facility

Waste Management Recreation Area (North of the landfill and bordering Sunfish Lake
Boulevard N.W.) and the wetlands bordering the Ramsey Elementary School with a
handicap accessible trail connecting the elementary school and the Waste Management site.

Major cooperating entities in this proposal would be Anoka-Hennepin School District #11 and
Waste Management of Minnesota,/nc.

The proposal would include:

Land acquisition.
Trail development linking the Ramsey Elementary School and the landfill recreation area,
possibly including a culvert under Sunfish Lake Boulevard N.W. (similar to the one
utilized in River's Bend Park).
Siting of a satellite, multi-use environmental and historical learning center.
Development of Waste Management Air Stripping Water Treatment site for E.Ei suitability.
Establishing native plantings.
Implementation of E.E. and historical interpretation curriculum for Kindergarten through
Grade 5, Ramsey Elementary School.
Receiving recommendation from School District #11 and the Citizen Historical Committee
for providing E.E. and historical interpretation to the public.

It would seem to be a benefit to many to site Ramsey's old school on this property for use by
residents and students as an E.E. and historical interpretive learning resource.
a. This proposal could fund moving, restoration and site work associated with the old
school house.
b. There does not appear to be a current funding source for restoration or historical
use.
c. The old school house is not in the most aesthetically pleasing location.
d. While vandalism would remain a concern, a purpose for the building would assure
maintenance and preservation.
e. Utilization of the old school house for this purpose would be exciting and learning
conducive.

Anoka-Hennepin School District #1 l's Science Consultant stated that the geographics and learning
opportunities presented by the proximity of the Ramsey Elementary School, wetlands, native
prairies, oak savannah, and especially the landfill, presented a tremendous learning resource.

District #11 is cooperating in developing a Ramsey specific E.E. curriculum utilizing this site for
inclusion in our proposal to L.C.M.R.

I

I

!

!
!
!
!

I
I
I
