LCMR PROPOSAL REVIEW <br /> <br />A synopsis o¢ the LCMR proposal review process is listed 'in chrono~:~lica~ order' on the next page of <br />the RFP. Please note some additional details; <br /> <br />A. An additionaJ, separate technical peer review process will be conducted for research proposaJs <br />recommended by the Commission, An interdisciplinary peer review panel, comprised of natural <br />resource experts from across the U.S., will review recommended projects for the adequacy of the <br />methodology and procedures, the need for the proposed research and qualifications of the <br />investigators. The peer review panel will not play a role in prioritization, medt review or funding <br />decisions. A detailed work program will be required for'these projects by or before September 1992 to <br />be used in the peer review process. <br /> <br />B. If the proposed project could be otherwise funded through an existing costshare or other state <br />program, (e.g. Clean Water Partnership), it will be noted in the review as a more appropriate source of <br />funding, You.will be directed to the appropriate program and agency for more information, <br /> <br />C, The' Commission will employ a variety of toots in the proposal evaluation'process. <br /> <br />First, priority strateg!es and criteria as presented in the RFP will be applied.' <br /> <br />Second, coordinating committees may be used in the areas of agriculture, energy, forestry, <br />informatiort/education, land, minerals, recreation, waste, water and wildlife/fisheries/plants. The - <br />coordinating committee will not prioritize, but will be used as needed to focus, on improving proposals <br />and coordination. The committee, review will illuminate ways and means by which proposals may be <br />strengthened; either technically or in terms of the range of activities included, It will also show areas <br />where increased cooperation and coordination on a.proposal might be appropriate. <br /> <br />Third, the citizen AdVisory Committee for the Trust Fund (CAC) will do an initial review Of proposals and <br />provide the Commission with their determination as to which projects best fit the priority strategies and <br />criteria in the Strategic Plan for the Trust Fund as well as the Trust Fund law. <br /> <br />D. if the program manager of the proposal is affiliated with the University of Minnesota, the Office of <br />Research and Technology Transfer Administration (ORTTA) requirements must be fuffilled by submitting <br />your proposal with a BA-23 through that office, <br /> <br />E. For state or semi state.agencies with more than 5 proposals submitted, the agency's prior~ order <br />for the proposals submitted will be requested shortly affer the deadline for proposals, <br /> <br />i¢o <br /> <br /> <br />
