I <br /> <br />I <br />I <br />! <br />i <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />DISCUSSION OF SNOWMOBILE ORDINANCE <br /> By: Michael Auspos, Police Chief <br /> <br />CASE <br /> <br />Background:! <br /> <br />Enclosed ~ R ~nsey's snowmobile ordinance which was effective on December 18, 1988. <br />Also ena,'ld, seX is additional information relating to the passage of this current ordinance. <br />The currer~t ot inance was arrived at after quite a bit of discussion involving solicited input <br />from th~ p~ubli :, snowmobile groups and the Park and Recreation Commission. Every <br />season, ~lud: ng this year, we experience a certain amount of complaints regarding the <br />operatiot~ 0f snowmobiles within the City. To date, from October 1991, we have had 36 <br />complair!t,S of ?arying nature concerning the operation of snowmobiles. From October <br />1990 to Al~ril. , 1991 we had 55 complaints. You will note that this ordinance bans the <br />operatiOn [of ;flowmobiles on CITY STREETS in the Urban Area. They can still be <br />operated.o~ pri~ate property and in the legal areas of the County and State highways in that <br />area. <br /> <br />I have, in the post, recommended to various Councils that they direct City Staff to view the <br />City street~;, I~c~ulevards and driveways in early summer to determine if there are visible <br />signs o~da~ag~ to the roads/ditches/boulevards and if, in the opinion of someone on Staff <br />who is k~n~wl~.dgeable, driveways have damage that could reasonably be attributed to <br />snowm0bi!e O~eration.
