Rules, part 700!'i0'i50, Subd. 2. Ati. :S regularly scheduled meeting on June 27, 1989, the City Co~...~i considered F & R's application. At said meeting F & R!~ rgpresentative was given the opportunity to present eye..enCe and testimony. The': F!&· R owns in total approximately 97 acres which property li~ g~nerally north of U.S. Highway 10, west of Puma Street, so~h ~f 153rd Avenue N.W. and east of County Road 83. Tka~ ~ pine tree plantation has been planted on F & R's p~o~er~y containing thousands of pine trees. Tha~ ~ & R testified that in April, 1988, a passing train on the~ B~.rlington Northern tracks ignited a fire which fire b~r~ e~ through several acres of F & R's property and destroyed t~s~ds~ ~ ! of trees.
