The!~it'r's Fire Chief has reviewed your application which is the samei~eq~est we reviewed with you at the Ramsey City Hall on October 2~, .989. The~ ~i~y's Fire Chief does not recommend approval of the applicat~n.l He again cites those safety issues outlined in the city's F~dihgs of Fact which were adopted by the City Council on July 25,! i98~, and a copy of which I sent to you on August 3, 1989. Th~ IFi~e Chief sates that he would reconsider his denial recomme~dl~ti~n~, if steps were taken to reduce the volume of material to be b~NedI by 50 to 60 percent. On Ni)ve~ber 8, 1989, as you are aware, the Ramsey City Council met and ~.~vi~wed the Fire Chief's recommendation. The Council did endorse.!t~e .IFire Chief's denial recommendation at said meeting. You ilha~e previously advised me that you have not formally submitte( y~ur application to the MPCA or DNR. As I believe you are away, t, 'Ithe City's authority in this process is to make a recommendation, and the two state agencies make the final decision.
