At~! mt time we also discussed the dedication of gambling funds to the Ramsey market area and we als ~ no!iced that the provisions relative to bingo occasions were yet to be addressed. Enclosed is tl!e isarn: language as was proposed in December 1991 regarding expenditures within a trade area witch i~he ~ Jfference that rather than 100% of expenditures within the trade area, we have reduced that Oti~be to 25% and really don't have any set notion as to what the proper percentage should be. H¢~,ev¢ we do feel that the preponderance of gambling revenues taken from this area should go back [int° the area. Regarding nun{bet {bf bingo occasions, precedent to a December 1990 ordinance change, six bingo occasions w{r~ all~wed per week by a given organization at a given establishment. At the December l'gf)~ co~t' sideration, that was amended to no more than two bingo occasions. We are proposing: thSt [he IJingo occasions become a lessee/lessor issue as regulated by State law and that the City of Ra~sey ~ot impede a market decision.
