Enclosed for your review is the joint <br /> tnt[which the School Board approved on December 9, 1991 and for which the <br /> is r~luesting that the City of Ramsey and the other cities within this district also <br /> Th~ committee that worked on the drafting of this joint powers agreement included <br /> andlcity officials, Community Education Program managers and citizens from the <br /> eorqknunity. The result of the joint powers agreement appears to be that the level of <br /> a p~ticular city can exert upon the community education program is reduced <br /> just~tthe community school programming. Additionally, it is contemplated that the <br /> ¥ill :~rovide a basic level of service within this joint powers agreement effective in <br /> ervi~es above this stated basic level of service will be 100% funded by the city in <br /> :e is[ provided. <br /> <br />Also enclose[for ~our review is a letter dated December 6, 1991 from Mr. Charlie Blesener, <br />Community lE~ruca[ion Director for District #728 in Elk River. Included with this letter is a job <br />description of~Req~reation Coordinator, a budget for 1992 and a proposed joint powers agreement <br />for a Comm~ty t~ecreation Coordinator for which it is contemplated that Ramsey will be a <br />participant in:t~e fu[ading based upon the population of Ramsey within District #728 in comparison <br />to the total p~. [ulalion of #728. The first year cost of this proposal is estimated at $55,794 of <br />which RamS~s p+rtion would be $4,465. You will note within our budget process, recently <br />completed, [_h~t t~e Council set aside $3,500 but directed that prior to signing off on the <br />contribution: m !his program that the item be addressed specifically and individually at a later date. <br />Different fro~a~h¢ ;chool District #11 program, it appears that the School District #728 program is <br />directed entirel~ t, Yards recreation programming such as baseball and hockey and is not inclusive <br />of a broader~a~a of other recreational and community education Programming except which <br />already exiStS; ~ ,ut fie of this community housed at the Community Education Department in the <br />City of Elk P4_'ix -~r. I'he reason for programming at this facility, it has been explained to me, is due <br />to lack of avOtl ~b facilities within School District #728 and located within the City of Ramsey. <br />Mr. Blesenet as i~nformed me that should we identify programs which we would like and a <br />location for th~ ge, {chool District #728 would attempt to offer these on a cost-share basis of some <br />sort.
