DISCUSSION OF 199~'AND 1993 CAPITAL IMPROVEMENTS by: Mark Boos, Parks/Utilities Coordinator #3 Background: Most eve~one is painfully aware thatthese are not boom times for local governments, Last week Governor Carlson proposed a 3.5% further reduction in local government aid for 1992. Since recreation programs traditionally are the first to feel the tough times, the purpose of this case is to discuss the status of the Capital Improvements Program. As a result of the Governor's proposal and other factors, City Administrator Schroeder has suggested that only mandatoU, Staff training occur and that eye.one take a critical look at our respective budgets. The 1992 C.I.P program was approved to be funded by the expendable Parks Improvements Trust Fund. While this is different than the City's General Fund, previously approved expenditures will still receive scrutiny. Ramsey's Community Picnic, sponsored by the Lions Club, will be held on June I3, 1992 at Central Park. By far the largest park improvement planned for 1992 is the paving of Central Parks parking lot. If the City is to complete the paving project in 1992 it would be a benefit to have it completed prior to the Community Picnic. With these items in mind, it may be beneficial for the Commission to: Invite the City Administrator and Finance Officer to a regular Commission meeting to provide both short term and a futuristic forecast of park pro.am funding. Seek Budget Committee approval to proceed with 1992 Capital Improvements and possible completion of the paving of Central Park's prior to the Ramsey Community Picnic by the communi~, picnic on June 13, t992/ Commission Action: Based on ),our discussion.
