CASE #1 <br /> <br /> 1992 BUDGET CUTS <br />By: Sandra Ashley Helting, Finance Officer and <br /> Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />Earlier this year, the Governor was recommending reductions in Local Government Aids that <br />would have reduced our City's revenues by approximately $141,000 for 1992. While our best <br />estimate was an aid cut of $34,475, a freeze was put into effect immediately for the worst- <br />case scenario. In addition to a potential cut in LGA, staff projected that wage packages <br />either passed or under discussion would exceed budgeted allocations by $10,841. <br /> <br />In lieu of the Governor's recommended cuts in LGA, the Minnesota House and Senate have <br />passed a tax bill which placed a new sales tax on local government purchases effective June <br />1, 1992 and repeals City levy limits effective with taxes payable in 1993. However, in the <br />event of a shortfall in sales tax receipts (which would impact the Local Government Aid <br />Trust Fund), this tax bill also provides for a reduction in July and December 1992 government <br />aids to Cities. If the Local Government Aid Trust Fund realizes a $6.7 million shortfall, it is <br />estimated Ramsey will realize an aid reduction of $5,365. <br /> <br />On April 15, 1992 the City received a letter from Burns Township regarding a 1990 project <br />(street construction, Waco Street) for which reimbursement from the City of Ramsey is still <br />due in the amount of $3,872.45. This work was authorized by the Ramsey City Council at <br />their August 14, 1990 meeting. Staff has reviewed the minutes of this meeting and also <br />those of July 10, 1990 to confirm the authorization and determine the designated funding <br />source for the project. <br /> <br />At the July 10, 1990 Council meeting, Mr. Merland Otto stated that Burns was upgrading their <br />portion of Waco Street, and due to continuing erosion problems on the Ramsey portion of <br />Waco Street, recommended an alternate bid in conjunction with Burns Township be obtained <br />for the paving of the North 250 feet of Waco Street in Ramsey. Council directed same and at <br />the August 14, 1990 meeting, Council authorized the work at a cost of $3,905.00. Mr. Otto <br />also reported that the City historically had taken funds from the General Fund to pay for a <br />road improvement for safety purposes. <br /> <br />Observations: <br /> <br />Any shortfall over $6.7 million would be cut from only LGA and equalization aid. This could <br />result in a much higher aid reduction to our City, but no hard numbers are available at this <br />time. <br /> <br />In an effort to minimize the impact of the new sales tax, City Staff is prepared to make <br />many of the 1992 required purchases for delivery prior to June 1, 1992. <br /> <br />Finance was not aware of the Waco Street Project with Burns; therefore, the planned <br />expenditure was not established as an accounts payable for the years ended 12/31/90 or <br />12/31/91. By default, this payment will become a 1992 expenditure. <br /> <br />The letter dated April 10, 1992 from Burns Township requesting reimbursement in the <br />amount of $3,872.45 is enclosed for your review. <br /> <br /> <br />
