Backgrou r~d: <br /> <br />CITY OF RAMSEY 1992 TIPPING FEE REVENUE <br />By: Sandra Ashley Helling, Finance Officer <br /> <br />CASE #3 <br /> <br />As of De~eniber 31, 1991 Council authorized the transfer of the Landfill <br />Tipping F~e ~und balance available for any general purpose in the amount of <br />$557,899' t~) b~ transferred to the Equipment Revolving (Replacement) Fund. The <br />remaining filching Fee Fund balance of $416,144 is restricted for expenditures <br />to mitigate th,b impact of the landfill. <br /> <br />Since that itimb the City has received Tipping Fee payments for January through <br />April land ill ~ctivity; these payments total $94,932 with $70,794 available <br />for any ge ~erar'l purpose. <br /> <br />Observati'onS: <br />The Landfil Tipping Fee Fund balance as of April 30, 1992 which is restricted <br />to mitigation i~ $439,742. The charges to this fund during 1991 for mitigation <br />activities !wer~e · <br /> <br /> Cty-~ide Recycling Program $1 4,639 <br /> General iKAB Activities 455 <br /> 1991i Environmental EXPO 2,101 <br /> 19911 Cl~an-up Day 6.542 <br /> !.T0~ral 1991 Mitigation Programs $23,737 <br /> <br />With the .current fund balance, assuming interest earnings at the rate of <br />inflation o~' Cost increases, the restricted balance will fund similar mitigation <br />programs ~°r t~e next 18+ years. <br /> <br />As the Ti~pin~l Fee will continue through the life of the landfill (approximately <br />1-1/2 more~ yetars), the restricted fund balance will continue to grow. <br /> <br />As an asi'.Ce, iduring 1991 the recycling program served an average of 3,725 <br />households[ m~nthly. The cost shown above is net of the County funding for <br />landfill ab~ter~ent, and this net resulted in an average annual cost per <br />household i~of [$3.93. Without the County funding, the cost would have been <br />$49,977, oi $i~3.42 per household. <br /> <br />As the Ecuip~nent Revolving Fund (machinery and equipment, furniture and <br />vehicles) ontinues to be underfunded ($195,924 as of December 31, 1991), <br />dedication Df ti992 Tipping Fee revenue available for any general purpose to the <br />Equipment Fun',d would reduce the underfunding status. Depending upon the 1992 <br />revenue, it is ipossible that this dedication could place this fund at the 100% <br />funding level goal. <br /> <br /> <br />
