Observations: <br /> <br />I contacted the City of Elk River's Finance Officer to discuss how their W.A.C. <br />charge was established and what it is intended to fund. She advised Elk River is <br />currently reviewing the amount of this charge as while this is established by <br />the City's Utility, City staff is of the opinion the current charge will not <br />provide sufficient funding for the intended replacement function (water <br />towers, lift stations, etc.). <br /> <br />The W.A.C. discussion is also on the Council agenda this evening as it is <br />imperative this charge be put into place as soon as possible. <br /> <br />Enclosed for your review is Resolution #92-06- <br />and Sewer Rates, Charges and Fees. <br /> <br />Setting Municipal Water <br /> <br />Recommendation: <br /> <br />Staff recommends the City of Ramsey establish a Water Availability Charge for <br />all new connections.
