Backgr{~und~: <br /> <br />WOODLAND GREEN PARK DEVELOPMENT <br /> By: Ryan Schroeder, City Administrator <br /> <br />CASE # 4 <br /> <br />$4,450 <br />(1050 feet on <br />Class V) <br /> <br />On Thur~ay,i June 11, 1992 the City held a joint City Council/Park and Recreation Commission <br />meeting. [Tl~e!focus of the meeting seemed to be neighborhood park development. At the meeting, <br />eight p~r.'.~nS.~rom five properties in Reilley Estates and Stanhope River Hills were present. They <br />requeste~ p~: development of the dedicated property at 155th Lane N.W. and Roanoke Street <br />N.W. (Rc~'ilIeY~' East Park). <br /> <br />According to [he Comprehensive Parks and Open Space Plan dated A,pril 4, 1991, the City has 38 <br />park are~s in.,l the system. Six, including Central, Titterud, River s Bend, Autumn Heights, <br />Traproak~CO~mons and the Elementary School, are developed beyond playground equipment. <br /> ,1! ~ . . <br />Seven o~ers!, including Woodland Green, have playground equipment. Twenty-five are <br />undevelo~edlI <br />The neigl!borbood south of the Boy Scout Camp, east of Highway #47 and north of River's Bend <br />currently Zot~ists of 265 lots in eight subdivisions. There are also 49 unplatted parcels, one of <br />which iS ~e p~oposed 20 lot River Bluffs Addition. <br />Within .th ,~se Subdivisions are two dedicated parks (Reilley East and Woodland Green). Another <br />City own, ~ d~ainage area (Reilley West Park) and an outlet along the Rum River (Stanhope River <br />Hills P~ :) Mil become an undeveloped park when the River B!uffs su.b. division is developed. <br />WoodlaTn~ [ Green Park has older play structures and a backstop for 'sandlot play. <br />Currently the[five acre Woodland Green Park can only be accessed from 155th Lane N.W. east of <br />Barium- treei N.W. A drainage swale exists off 156th Lane N.W. just west of Yakima Street <br />N.W., bt d~qto foliage and erosion, it is inaccessible through this area. It is apparent that if the <br />drainag.~ :wal~ was cleared to a ten foot width and paved, the neighborhood would have access to <br />this pare Staff is of the opinion that clearing/paving the swale and completing the balance of a trail <br />conne¢firg .l~6.th Lane N.W. to 155th Lane N.W. is far superior to initiating any development of <br />other p~lis inlthe neighborhood. Grading of Reilley East Park doesn't provide much improvement <br />and Will ¢,i'eat{: increased demand for services and capital outlay. Improving access to Woodland <br />Green is low Cost and low maintenance. We have also proposed, as part of the project, improving <br />the plaYg .oun~t area by reformatting the equipment, placing a timber border and filling with pea <br />rock. Th s sdcond portion of the project will be conducted by our maintenance personnel and <br />addresse.~the ~epartment goal of completing two to three similar projects in our parks each year. <br />Estimated~,' projeCt costs are as follows: <br /> <br /> ,- .
