DATE:

TO:

CC:

FROM:

SUBJECT:

i~August 6, 1992
[Ryag Schroeder, City Administrator
!san~a Ashley Helling, Finance Officer
iJam~s Gromberg, Project Manag
;Budget for Recycling Containers

MEMORANDUM

The City cUrr~ntly't has 86 remaining curbside recycling containers. Based upon the estimated
number of ad~l itiottal lots that the City could expect during 1992 and 1993 (338 lots), the City
would be shot oYbr 224 containers, providing all of the existing lots have received recycling
containers. Hu ~ter'~ Ridge (74 lots) and Alicia Addition (14 lots) have collected no containers and
Fox Ridge Ester, es ~.~3 lots) has collected only one-third of the total containers needed. Based uPon
these figures, ~ae City will need at least 457 containers. By the end of the year 1993, the City
would be shO~a rn~nimum of 731 containers.
During the 19,931 budget process, the City should consider the purchase of 500 recycling
containers. Wl!en:~e City purchased the original shipment of 3,641 containers, it received a price
of $4.66 per cc,~t~Oer. With the smaller order, the City may be quoted a somewhat higher price.
However, base ~1 upbn information obtained from other cities, the price should be under $5.00 per
container. The City~ should plan on budgeting $2,500 (500 x $5.00) for recycling containers.

When the orig,, al containers were purchased, a grant from Anoka County was used allowing the
City to purchase fie containers at no charge expect for City Staff time to complete the bidding
process. This ~me the City may wish to use the Landfill Tipping Fee as this would be considered

a landfill abat~me
containers if th~ fu
available afterfthe
containers iS~a!lac
larger quantitY bf ~

t type activity. The City may wish to consider the purchase of additional
ds are to come from the Landfill Tipping Fee as this source of funds will not be
1993 closure of the facility. A drawback to the purchasing of the additional
of storage space. If a new Public Works facility is available at that time, a
:ycling containers should be purchased.

L
