Apendix A <br /> <br />CHAPTER 8 <br /> <br />P LIC IMPROVEMENTS AND SPECIAL <br /> <br /> ASSESSMENTS <br />Section &li P~wer to 1M~ke Improvements ~nd Levy Assessments. The city may <br />make anyltyT~e of public improvement not forbidden by law and levy special <br />assessments t~ pay all or part of the cost of such improvements as are of a local <br />character.~Th~ total assessments for any local improvement may not exceed the <br />cost of iml~ro,V.~ment, including all costs and expenses connected therewith, with <br />interest. Nb adsessment shall exceed the benefits to the property. <br /> <br />Section 8.2~ Effective Charter Provisions. Local improvements (the term "local <br />improvemeht" Ishall mean a public improvement financed partly or wholly from <br />spemal' aas~SSme~ nts) shall be carried out exclumvely .... under the prowmons of th~s <br />charter. <br /> <br />Section 8,3! Lqcal Improvement Orc]irmnces and Regulations. Within 90 days <br />after .this ~hat, ter goes into effect, the council shall enact suitable ordinance(s) <br />governing ioca~ improvements and special assessments. The ordinance(s) shall <br />provide a ~. mI~lete working code covering the determination of assessments and <br />assessmen~didtncts, pubhc heanngs, appeals from a collectmn of assessments, <br />penalties f~r d~linquency in malting payments, financing of said assessments, and <br />the certifyihg' )f unpaid assessments for collection by the proper county officer. <br />Said ordim~nc (s) shall also provide for installment payments and notices to be <br />given ther~°f appellate procedure, re-assessment, if necessary, and all other <br />matters ap~rotiriate to the subject of local improvements and assessments. After <br />the adopt~oh O~ such ordinance(s) providing for local improvements, all procedures <br />in compliante therewith shall conform to the regulations as set forth in such <br />ordinance(s! arid as otherwise contained in this charter. <br />Section 8.4 i: De finifions. <br /> a.)! Abutting Property Owners This phrase refers to the owners of <br /> real property in the City of Ramsey, which parcels abut upon a <br /> proposed local improvement and benefit from the improvement. <br /> b.)! Non-Abutting Property Owners This phrase refers to the owners <br /> of any real property in the City of t~msey which does not abut, <br /> , but which may receive a benefit from a specific local <br /> improvement. <br /> <br /> i c.) Property Owner Refers collectively to the individual, indixdduals, <br /> ~ entity or entities noted as the fee owner, or in the case of land <br /> being purchased under contract for deed, to the vendee thereof, <br /> according to the then current records of the Anoka County <br /> Auditor, of each parcel of land which is recognized as a separate <br /> tax parcel by the Anoka County Auditor. d.)
