The question was asked whether or not it was fair that the <br />landowner with one acre has as much to say about a project as the landowner with 100 acres who <br />would be assessed many times the amount as the landowner with one acre. <br /> <br />City Administrator Schroeder requested the langauge be amended to clarify whether it is a per <br />capita vote or a parcel vote. <br /> <br />Commissioner Goode believes that a means to petition against a project is healthy for the <br />community. <br /> <br />The Commission discussed the details of the Charter amendments that Mr. Goodrich will present at <br />their next meeting. <br /> <br />Motion by Commissioner Goode and seconded by Commissioner Swokowski to direct City <br />Attorney Goodrich to draft Charter amendments of Minnesota State Statute 429 with a clause for <br />petition and a reconunendation for the number of votes required to halt an improvement project. <br /> <br />Motion carried. Voting Yes: Commissioners Goode, Donovan, Stretar and Swokowski. Voting <br />No: Chairperson Steffen and Commissioner Nelson. Absent: Commissioners Graen, Marn and <br />Netzloff. <br /> <br />Case #3: Schedule Next Meeting and Discuss Agenda Items. <br /> <br />The consensus of the Commission was to hold the next meeting on the regularly scheduled day and <br />time of 7:30 p.m. on Thursday, July 16, 1992. <br /> <br />The agenda should include meeting minutes from October 17, 1991 and May 21, 1992 as well as <br />the case for Public Improvement Procedures. <br /> <br />Case #1: Elect Chairperson and Vice-Chairperson. <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Goode to nominate Bernard <br />Steffen for Chairperson of the Charter Commission for the remainder of 1992. <br /> <br />Motion carded. Voting Yes: Chairperson Steffen, Commissioners Donovan, Goode, Nelson, <br />Stretar and Swokowski. Voting No: None. Absent: Commissioners Graen, Mare and Netzloff. <br /> <br />Motion by Commissioner Nelson and seconded by Commissioner Swokowski to nominate John <br />Goode for Vice Chairperson of the Charter Commission for the remainder of 1992. <br /> <br />Motion carried. Voting Yes: Chairperson Steffen, Commissioners Donovan, Goode, Nelson, <br />Stretar and Swokowski. Voting No: None.
