CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey 2ity iCouncil conducted a public hearing on Tuesday, August 11, 1992 at the Ramsey <br />Municipal GmtCg, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota regarding a nuisance <br />abatement - h~g farm. <br /> <br />Members Pre ~ent:~ Mayor James Gilbertson <br /> Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> Counciimember Gerald Zimmerman <br /> <br />Also Present: I <br /> <br />CALL TO'ORDER <br /> <br />City Administrator Ryan Schroe~er <br />City Attorney William Goodrich <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frotik <br /> <br />Mayor Gilber~°n galled the public hearing to order at 7:34 p.m. <br />PRESENT/~TION <br />Zoning A~istrgtor Frolik stated that subsequent to complaints regarding odors coming from the <br />hog farm locaiedidff St. Francis Boulevard N.W., the City Council scheduled this public hearing. <br /> <br />CXTIZWS Ii, PUT <br />Ray Cox, 553~,0 -~156th Lane N.W., Ramsey - stated he is in favor of the pig farm. He spoke of <br />the small family f ~arrn being the national heritage. He moved to Rarnsey ~ year ago because of its <br />rural nature, He;Shted he has smelled,the odor occasionally but it doesnt bother him. He added <br />that the farm {s the "Heart of America' and that Mr. Barthold is trying to make a living. He also <br />stated that lvl~. Bm'thold is recycling food wastes to feed the hogs which eliminates some of the <br />waste that wo¢ld ~ormally be dumped into the landfill. <br /> <br />Miles Landwghr, 5821 - 159th Lane N.W., Ramsey - stated he starred a petition in support of Mr. <br />Barrhold. Hel;liv~s across the woods from the Barthold farm and there is a little odor which he <br />feels should he eXpected because he lives in the countx3,. He stated this is the U.S.of A. and we <br />should not tel[a mhn he can't do something that is supporting his family. <br /> <br />Leon Walgra~e, 55.91 - 156th Lane N.W., Ramsey - stated he was mowing his grass today and the <br />odor from the~rpiglfarm was very offensive. He stated he bought his property 17 years ago and <br />feels it has depreciated because of the extremely offensive odor. He feels action has to be taken. <br />He added that ,~e~.smell became this offensive about a year ago. <br />Larry Line, 6~05 ~ 157th Lane N.W., Ramsey - stated his property adjoins the hog farm and it is <br />embarrassing Ito h~tve company over when the smell from the hogs comes blow~n~ ~n . The <br />children get Sick it0 their stomach. He added that the smell ~s most awful around 5:00 p.m. and <br />agmn about 8t30!t~.m..
