SauCer & Sons, Inc.

Excavatin£ & Grading

14050 AZURITE · ANOKA, MINNESOTA 55303 · (612) 421-7919

County of Anoka
Community Health & Environmental Services Dept.
Attn: Robert Hutchinson
August 13, 1992
Page Two

l:ax (612) 42.1-20!;~,

Thomas and Gregory Sauter are the principals and sole shareholders of Sautr:~
Inc., the proposed licensee herein. Walton Sauter has retired from Sauter &. Sons, Inc.
Because we are asking for the recycling license to be issued in the corporate name,
we would propose as "financial assurance" to guarantee performance of the
obligations under the license a personal guarantee' signed by Thomas and Gregory
Sauter, and Walton if necessary. There is sufficient equity in the property to give the
County adequate assurance that should clean up be necessary, there would be
assessable equity in the property.

Enclosed is a grading plan which will show the ultimate disposition of the property as
a commercial industrial pLat. You may feel free to contact the officials at tt~e City of
Ramsey to confirm that the ultimate plans for this property is ti~at of a comn~ercial
industrial park. I have superimposed upon the drawing my hand draw~ notes
indicating the likely location of the stock piles for the recyclable material - namely,
clean concrete, concrete with wire, and asphalt. Access to the stock piles will be
regulated by a controlled access off the "exception" area noted on tile dravvi~g wlfich
juts out from the West boundary. The owner of the "exception" par. cel has, by
agreement, provided for access to us; however, should it prove unworkable, we would
still have a direct access off from our own property to the recyctabtes stock pile area.

It is proposed that the license allow total storage of recyctable maLorial of
approximately 30,000 cubic yards. Crushing of the material would take place only
in the Winter months when any adjacent homeowners will have their windows closed.
The crushing time in total should not exceed two to three weeks.

We have received a notice of violation issued by your office. The notice is Notice No.
000782. We would presume that by applying for this license after the fact, and
assuming the license is granted, that we need not take any further action regarding
this notice of violation. If I am incorrect in this, please give me a call.

I thank you very much for your cooperation in this matter.

Sincerely,

SAUTER & SONS, I~C>~

Thomas C. Sauter
President
