Absent: Commissioners Greenberg and Kent. <br /> <br />Case #2: PrOposed MUSA Expansion. <br /> <br />The City is c~irrently completing a proposed expansion of the Metropolitan Urban Service Area <br />(MUSA) bo~ lda.ry located in the City of Ramsey. The proposed expansion of the MUSA <br />boundary wo~id extend to 153rd Avenue N.W. in the north, then west to County Road #83, then <br />south along Oaudfy Road #83 to Highway #10 and along the eastern boundary of Alpaca Estates <br />Addition to th ~ M~ssissippi River. With this proposed expansion, the City would see an increase <br />in industrial ro~orty of over 821 acres, bringing the total within the MUSA boundary to over <br />1,000 acres. ~ias~ upon the 15 year absorption rate, this would leave the City with approximately <br />a 68 year sUP]~lyi!clf industrial property. This is one of the areas that the Metropohtan Council <br />would look at wllleh approving the proposed MUSA expansion and which would create problems <br />for the City in ~tpproving this expansion. Staff is requesting the Economic Development <br />Commission } rCyiew the possibility of recommending to both City Council and the Planning and <br />Zoning Coml ;is~iign to rezone part of this property as single-family residential or multi-family <br />residential to elp!increase the possibility of approval of the MUSA boundary expansion. <br /> <br />Commissi°ne~ F~l;ts stated that although there are high traffic counts, one of the problems with <br />development ~°r!g~Highway gl0 for many of the retail establishments is that there are no rooftops <br />visible. This Ss dhe of the long-standing problems of zoning all of the property along Highway <br />#10 as indUstOal, lproperty.
