Mayor Strommen noted she saw them at a school on Grand Avenue in St. Paul, and has seen <br /> them in Salt Lake City. <br /> City Engineer Westby pointed out this is not in the Minnesota Manual of Traffic Control <br /> Devices, and it is not recognized as a manner of traffic control. <br /> Mayor Strommen stated she has talked to Anoka County Commissioner Look regarding this <br /> issue and she is keeping him updated. <br /> City Administrator Ulrich noted there is an open house on Thursday, November 20, from 4:00 to <br /> 7:00 p.m. regarding the Armstrong Interchange for the business community in the vicinity. He <br /> said Armstrong Kennel will be present to voice their opinion on the construction staging. He <br /> said Mn/DOT indicated the project can be done in eight months if Armstrong Boulevard is <br /> closed. If Armstrong Boulevard is not closed, it will take two years. <br /> Councilmember Kuzma thanked the Council for the earlier Work Session and said it was a good <br /> discussion on the tax assessment. He stated the decision to assess each project will be a fair and <br /> positive outcome. <br /> Chairperson Backous agreed. <br /> 7.
