CASE #2 <br /> <br />[DI~S~CUSS MISSION/VISION PORTION OF RAMSEY'S <br /> RECREATION AND NATURAL RESOURCE PLAN <br /> ,: By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Backgrou~nd~~ <br /> <br />Earlier thig y~ar we announced that the City's recreation and natural resource planning <br />instrument~ (_a&.a. Comprehensive Parks and Open Space Plan) would be updated. The <br />consensUs iof~Ithe Commission was that we proceed with examination of the plan by <br />section. <br /> <br />Occurring~it.,, ~ tI~¢~ Commission level will' be the development and addition' ' of a "statement of <br />purpose sgction to the plan. This should provide a perennial focus so that planning <br />continuity ,~ill~i~ maintained with less potential for personality or political diversions. <br />This seetioh ~ay contain mission/vision components that would compliment the existing <br />findings an~ cO, ~q¢lusions. In addition, a blend of the mission/vision portion, in the form of <br />a condenSe~ s~tement of purpose, would seem to have merit. <br />!ncluding Sta~ recreation plan,n, ing documen!s, I was unable to identify any applicable <br /> purpose" ~ar~Ples. However, 'Assumptions' 1 through 3 from Minnesota's Recreation <br />Plan do apO-ea~ ~o provide relevant criteria. <br /> <br />Concurrent~ with the development of the above planning philosophy, City Staff will be <br />modernizir~g the individual park inventory and assessments to bring, to the Commission, <br />data for fo ~r~htl!ation of City park and resources development potential with priorities. <br />The advent~ofyecreat~on distnct,s and resultant pmnt assessments will see our ex~stmg plan <br />transforrae~i fe~m lists of "stuff' we have or want into a planning data base with direction <br />and strateg~e~ S ~'0r resolution. <br />Attached, :for discussion purposes, is a sample mission/vision outline aptly prepared by <br />Commissio~e~Gookin.
