AUT;HORIZATION OF EXPENDITURE <br /> <br />CASE #6 <br /> <br /> OF PARK FUNDS <br /> FOR EMERALD POND PARK DEVELOPMENT <br /> By: Steven Jankowski, City Engineer <br /> Mark Boos, Parks/Utilities Coordinator <br /> <br /> Background:i <br /> <br /> With the completion of the Wood Pond Projects subdivisions, a park known as Emerald Pond was <br /> dedicated. Tile!development agreements for the Wood Pond Projects included provisions to generate <br /> funding for the ~ie~elopment of the park. Attached is an exhibit showing the anticipated generation of <br /> these funds. ~t tl/e~ present time, a total of $34,602 has been received from these subdivisions as <br /> dedication reqUireihents placed in the development agreements for these subdivisions. In addition, a <br /> total of $5'6,60~ w~ill be special assessed, again in accordance with the development agreements for <br /> these subdivisi~nsi 'This allows us a budget of $91,202 for improvements in Emerald Pond Park. In <br /> addition to thi~:mCney, approximately $31,627 will be dedicated from future phases of the Wood <br /> Pond ProjeCts~stlbdivisions. The aforementioned development agreements anticipated the <br /> development of~ th~ Park simultaneously with the development of the subdivisions. In keeping with <br /> the spirit of thi~ragteement, we are proposing to initiate construction of improvements for the park. <br />The Park and R~creation Commission has approved the Emerald Pond Park Plan. Therefore, we are <br />as~ng City Co~lnd:iI's authorization to proceed with development of Emerald Pond Park based upon <br />the year and do~ar~ detailed in this case: <br /> <br /> Wgrk By Ougtatio~: <br /> <br />Because the elm-nents of this park's development involve numerous unrelated trades and the cost of <br />any single eler~en~ is relatively small, we propose awarding individual elements through quotations <br />subject to the limitation of State Statutes. This method allows us to eliminate advertising costs and <br />the markup agt~ndfal contractor would generally place on work performed by subcontractors. State <br />Statute manda~'~s ~0ntracts in excess of $25,000 to be advertised and competitively bid. Contracts <br />between $10,0 ~0 Ired $25,000 may be made by negotiation providing two or more quotations are <br />received and k pt on file for 12 months. <br /> <br />lmt~rovement~ ~qoueht for Al~th~rization: <br />Below is a desc~'ip~On of the improvements for which authorization is being sought: <br /> <br />A. Parlcing?L0~ $15,000 <br /> The att0ehe~d Park Plan calls for a 40 stall parking lot extending off 142nd Avenue N.W. At <br /> the pre,ntb!time Northdale Construction is performing work for the developer of Windemere <br /> Woods ~n~ Addition. This work would be a logical extension of the street work. Quotations <br /> were obtained from five contractors. Northdale, who is performing the street work, <br /> submitted ~l~e lowest quotation at an estimate of $14,000. An additional $1,000 is being <br /> request*d ~or stak:ing. <br /> <br /> Playgrot~nfl Equipment $25,000 <br /> Earlier.~hisI year City Staff requested playground equipment proposals, including installation <br /> costs, fi:om:ten of the area's vendors. Three responded. At the Park and Recreation <br /> Commi~si°~n!s Capital Improvements Work Session, a Playground Equipment Subcommittee <br /> was ch0set~ ~or 1992 and 1993. This subcommittee will choose Emerald Pond's play~ound <br /> qmpm~nt;:based upon the received proposals, exclusive of ~nstallanon. Installanon of the <br /> playgrt~unfliequipment will be done by the vendor's recommended contractor. Resilient <br /> surfaeir~g ~ containment timbers (border) will be done by City Staff. <br /> <br /> <br />
