Kathi Peterson mentioned that the Anoka Senior High students are required to donate 10
hours of community work before they can graduate and that would be a good source of
volunteer labor.

Commissioner Swokowski asked Kathi Peterson to provide information from other cities
regarding an Adopt-A-Park program and also suggested each Commissioner think of ideas
for next month's Park and Recreation Commission meeting.

Case #3: Recommend Park Dedication for McDonald Addition; case of
Robert and Barbara McDonald

Mark Boos reviewed the McDonald Addition and the need for a trail corridor in the area.
He stated that in the Five Year Comprehensive Plan, the Trott Brook trail is going to be a
major east to west trail corridor and the only trail for snowmobiles. Park dedication is
needed from McDonald Addition for the Trott Brook trail. The City also needs a minimum
of 100 feet of usable land on either side of the brook.

The Park and Recreation Commission recessed at 9:00 p,m.

Chairman Hetland called the meeting back to order at 9:10 p.m.

Mark Boos reviewed the site location map and showing the major east/west trail corridor
alignment. He informed the Commission that the Park Comprehensive Plan states that a
minimum of 100 feet of usable land is needed on either side of the brook and that it is up to
the Commission to determine what is considered usable land.

Commissioner Cook suggested putting the snowmobile trail through the wetland and to use
the 100 feet of usable land for the bituminous trail.

Chairman Hetland stated that the entire trail does not have to be 100 feet wide, it can be
narrower in spots.

Mr. McDonald requested the City put up a sign indicating the park land. He also said that
he would like some assurance that the City would not disturb the ditches.

Motion by Commissioner Cook and seconded by Commissioner Florentius to direct City
Staff to resolve park dedication for McDonald Addition.

Motion carded. Voting Yes: Chairman Hetland, Commissioners Cook, Gookin, Prall,
Johnson, Swokowski and Florentius. Voting No: None. Absent: None.

Case #4: Discuss Proposal for Insuring Equitable, Orderly Park
Planning and Development

Mark Boos discussed the possibility of dividing the City into park districts. This would
make park planning much easier and would help in deciding which areas need a developed
park. He also suggested having a park asset report done for each district.

Chairman Hetland suggested reviewing the park district map along with the Five Year
Comprehensive Plan.

The consensus of the Commission was to discuss at the June meeting, the following items
regarding park districting:

Asset inventory by district
Resources assessments
Demographics of parcels
Dollars in park dedication paid and ratio of those dollars to assets
PARK AND RECREATION COMMISSION / MAY 14, 1992
Page 4 of 5
