Case #8: <br /> <br />Adopt Ordinance to Amend Ramsey City Code Chapter 9 (Zoning and <br />Subdivision of Land), Section 9.22 (Flood Plains) and Section <br />9.50.38 (Flood Plain Requirements) <br /> <br />Zoning Administrator Frolik stated that as a result of changes to Federal regulations in 1986, <br />communities participating in the National Flood Insurance Program are required to amend their <br />flood plain zoning ordinances. City Staff has drafted the ordinances necessary to amend Section <br />9.22 entitled Flood Plains and Section 9.50.38 entitled Flood Plain Requirements. These <br />ordinances were introduced on May 26, 1992. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Ordinance ~V)2-07 <br />repealing and amending Section 9.22 of the Ramsey City Code entitled Flood Plains. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Ordinance #92-08 <br />repealing and amending Section 9.50.38 of the Ramsey City Code entitled Flood Plain <br />Requirements. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case ~9: <br /> <br />Proposed Ordinance Amending Section 9.11.19, Subd. 3, Paragraph <br />b of the City Code Entitled "Adult Uses Principal" <br /> <br />City Administrator Schroeder stated that on May 26, 1992, this ordinance was introduced <br />amending the Adult Uses Principal Section to permit more than one adult use in any adult use <br />location existing as of December 16, 1990. <br /> <br />Zoning Administrator Frolik stated that Mr. Tigue, attorney for Larry Holmberg, was present at the <br />public hearing conducted by the Planning and Zoning Commission. He commended the City for <br />the pending change to the adult use section. He requested that the Planning and Zoning <br />Commission consider initiating another amendment to the Adult Use section of City Code that <br />pertains to amortization of nonconforming adult uses. He felt a five year amortization should be <br />implemented for only those cases where an adult use is proven to be a threat to public health. The <br />Planning and Zoning Commission was not receptive to Mr. Tigue's suggestion and directed that <br />the discussion at the public hearing be forwarded to City Council for their information and action. <br /> <br />Council directed that Mr. Tigue's request be reviewed by City Attorney Goodrich. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adopt Ordinance <br />g92-09, an ordinance amending Section 9.11.19, Subd. 3, Paragraph b, to permit more than one <br />adult use in any adult use location existing as of December 16, 1990. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case #10: Request for Council Approval to Solicit Proposals for Engineering <br /> Services for Fleischer's 2nd Addition <br /> <br />City Engineer Jankowski stated that at the last meeting, Council approved the preliminary plat of <br />Fleischer's 2nd Addition.
