D~ERMINE FEASIBILITt AND '~ EHICLE FOR RES'IDENT
(]INI~iVIDUAL, GROUP AND BUSINESS) PARTICIPATION
~ ~ND/OR DONATION FOR PARKS AND I'ROGRAMS
By: Mark Boos, Parks/Utilities Coordinator

Background:

Park imprbvOments are generally viewed as worth3, or necessary for maintaining Ramsev's
quality ot~liftinnd usually result in ti pleasant experience for all when planning for th~se
tangible ~p~.nditures. Given the existing economic climate, these tasks are slightly less
fulfillingi~nd!ia bit frustrating.

Recognizing 'the inability of the City to allocate enough funds for all of the worthwhile park
improveffient.~, the City Council invites the Park and Recreation Commission, residents and
Staff to egPl~re ,'m avenue for insuring that we maximize volunteer opportunities and make
continued!pr0~ess in our parks.

This coulfl take the shape of a reduction in expenditures such as trash pick-up or tree
planting 0.e.?Adopt-A-Park", Park and Recreation Commission Goal #26); or it might be
a mechanis~ ~or soliciting or acknowledging donations, similar to Park and Recreation
Goal #18~ cantinue to seek out.., as well as initiation of private foundation requests.
Ideally thi~ v~hicle would accommodate both.

Having rnyd~ these observations it would be my suggestion that we explore this subject in
an "anyth~nff~goes" brainstorming discussion. The Citizens Tree Committee is but one
example bf ?residents volunteering without a guarantee of reward beyond personal
~atificati~n.l~ The3', I b~lieve, will be a valuable resource in determining the feasibility or
approach for ih:park stew ardship initiative.

Whateverlpr~ess is made with this concept, it will still be important to identify as part of
the 5-Yeg COmprehensive Plan any items that may be suitable for donation or volunteer
labor (to ii~¢l.ilde each developable park). A small matchin~ dollar amount could become a
part of the, Commission s Capital Improvements request to leverage donanons, etc.

Incidenta!ly,i!everyone I have spoken to a~ees that the phrase "Adopt-A" is worn out.
Perhaps a deS~criptive acronym?

Enclosedl fOr your review:

DeCember 1991 article from Parks and Grounds Management
APril 11991 article from lv'finnesota Cities

Review Checklist: Copies also distributed to:
Parks/UtilitieS Coordinator Kathi Peterson

P&R: 5/14/92
