Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case #12: Speed Limit for Roanoke Street N.W. Between 153rd Avenue N.W. <br /> and Juniper Ridge Drive N.W. <br /> <br />City Engineer Jankowski stated that the Minnesota Department of Transportation performed a <br />study for the City of Ramsey to determine an appropriate speed limit for this section of roadway. <br />It was their finding that 40 mph was a reasonable speed limit. <br /> <br />John Goode, 478I 154th Lane N.W. - said that he was very surprised that the 40 mph speed limit <br />was authorized by Mn/DOT. He felt that Roanoke Street N.W. is very dangerous and that a 30 <br />mph speed limit would be more appropriate. Mr. Goode solicited help from City Council to satisfy <br />the safety concerns of area residents. <br /> <br />Councilmember Hardin inquired if a stop sign might be appropriate. <br /> <br />City Engineer Jankowski replied that a stop sign for speed control would be a poor engineering <br />practice. <br /> <br />Councilmember Peterson asked what the criteria was for a 30 mph speed limit. <br /> <br />City Engineer Jankowski replied that there could be a distance no greater than t00 feet between <br />structures for this urban area criteria. <br /> <br />City Attorney Goodrich stated the City could submit a request to the Minnesota Department of <br />Transportation to re-evaluate the speed limit recommendation. <br /> <br />Councilmember Peterson felt that a stop sign would give people a false sense of security. <br /> <br />Councilmember Beyer suggested that the Police Department monitor the traffic speeds along <br />Roanoke Street N.W. and asked Mr. Goode what time of day would be best to monitor traffic. <br /> <br />Mr. Goode replied that evenings would be the best time to monitor traffic and that he would canvas <br />the neighborhood with a petition requesting a stop sign. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution #92-07-174 accepting the Mn/DOT speed authorization for Roanoke Street N.W. <br />between 153rd Avenue N.W. and Juniper Ridge Drive N.W. and ordering the posting of <br />appropriate signing as amended. <br /> <br />Motion Carded. Voting Yes:' Mayor Gilbertson, C0uncilmembers Beyer, Hardin, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case #13: Appreciation Picnic for Staff Volunteers. <br /> <br />City Council selected Wednesday, August 26, 1992 at 6:00 p.m. as the date for the picnic in <br />appreciation of Staffs efforts in volunteering for the various City sponsored events that were held <br />in the spring. <br /> <br />Case #14: Personnel Committee Report. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to enter into a <br />contract with Anoka County for assessing services. <br /> City Council/July 14, 1992 <br /> Page 10 of 11 <br /> <br /> <br />
