City of Ramsey
.161513 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

(612) 427-1410

June 4, 1992

Mayor & CounOilmembersr
City of RamsaY i
15153 Nowthen Boulevard N.W.
Ramsay, Minne~oui 55303

Dear City CounCil,

This is an excitiPg ~ime to be involved in the growth and development towards making the City of
Ramsay a full ~rCiCe community. Often folks view any development as negatively impacting
ecological or en{vir6nmental resources. Perhaps this should be treated as a situation or opportunity
instead of an eflti~iy detrimental problem. Currently, world leaders are meeting in Brazil to
address simil~ situations in a macro sense, searching for the way to accomplish sustainable
development ah~l ~0wth. These Heads of State are grappling with .global issues; however, ours
are no less im~g.t- protecting the quality of life for existing and future inhabitants of our City.
Certainly the imPO~t step toward this charge is protecting green space for the future and ensuring
responsible ¢o~mOnity development. In order to project the needs of residents both in the short
term and in the ~ngi the City needs to have a viable plan. No easy task. Planning for the City of
Ramsay continues !0 improve and move forward with the utilization of its greatest resources, its
people - reside0ts?ho wisely prepare this City to reach its highest potential while keeping
spending to a minimum. These elected and appointed officials who give of their thoughts, efforts
and many crankings are greatly appreciated by their neighbors even though this isn't always
conveyed.

This year the P~k ~nd Recreation Commission and City Staff hope to revise and shape Ramsey's
Comprehensive!P~ks and Open Space Plan into one that is truly comprehensive. The joint
· '
meeung of thc C~ty:Councfl and the Park and Recreauon Commission, scheduled for
1992, is a positive [tep to that end. The first case will be a report from Mr. Steve Kerr, Manager
of Anoka-Henm p~ School District #11 Community Education. Subsequent to that case will be an
opportunity for he ~x)~ uncil and the Commission to discuss the park and recreation strategy for the
City.

This informal re dew will include the purpose/intent of subdivider's park dedication fees, the Parks
Capital ImprOvOm0.hts Program and a proposal by Staff that will be beneficial for park planning
ant] be a way to J;ne/Isure the equitable expenditure of park related improvements City wide.

This meeting will fi, so be an occasion for City Council and the Park and Recreation Commission to
reaquaint them~tv~,and, .: possibly for some to meet one another.

Sincerely,

CITY OF RAMSEY

Mark Boos
Parks/Utilities Coordinator

MB/jmt ~:
