Case #3 <br />:, ~ECEIVE PROPOSAL FOR INSURING EQUITABLE AND <br />! i} ,ORDERLY PARK PLANNING AND DEVELOPMENT <br />i ~ By: Ryan Schroeder, City Administrator and <br />i Mark Boos Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />This coneeptgaig~t be best defined as "park districting , dividing the City into districts as delineated by <br />geographiaat bar:tiers such as sa'ems, major wetlands and thoroughfares or by the distance to access a <br />recreational <br /> <br />The introdue ,flo.n, iof this proposal may be timely in that the Park and Recreation Commission must <br />begin exam!fiCtiOn of the Five Year Capital Improvements Program (C.I.P.) and formulation of the <br />1993 Parks {2~pi ~_~ Improvement request. <br />Benefits include: <br /> Simpli~fy and provide parameters and jurisdictions for park planning and timely development. <br /> Insureiprf~portionate or equitable expenditures throughout Ramsey. <br /> Identify ~asonable areas to "expect" neighborhood park amenities. <br /> Identify· u~ique recreational aspects or resources within districts that may mitigate the need for <br /> certain!tra~tttional improvements. <br /> <br />Questions or cpn~ms include: <br /> What ffi~istrict A has twice the density of District B, but District B has paid twice the park <br /> dedi¢~On~r <br /> <br /> With r'gg~.d to natural resources, what value in a neighborhood, for instance, would the <br /> Missi$t~ip~i River have on recreation and open space requirements?
