Case #3

RECOMMEND PARK DEDICATION FOR MCDONALD ADDITION;
' ii CASE OF ROBERT AND BARBARA MCDONALD
By: Mark Boos, Parks/Utilities Coordinator

BackgroUnd:
Robert McDonald is requesting to develop a minor subdivision, consisting of one 5 acre lot
and one 49. a{re lot from a 54 acre parcel. The property is located south of Trott Brook,
east of V~olite Su'eet across from 166th Avenue.

Observations:

The minimum park dedication for this minor subdivision would be 3.78 acres (54 acres x
.07%) or $7010 (2 dwelling units (lots) x $350). This is based on a density of .037
dwelling uhits per acre.

The City's Pa~'ks and Comprehensive Plan identifies the northerly portion of this proposed
minor sub~livls~on as the location of the City's 7 mile Trott Brook trail. The paragraph
below fror~ t[~¢ City's Parks Plan describes the purpose and criteria for the trail. The Trott
Brook trail~ is [the only trail identified for snowmobile use. The potential conflicts of this
multi-use IXai]. necessitates that we not deviate from this "minimum of 100 feet of good
usable land", i

Trott BrooK M, ulti-Purpos¢ Trail System

Trott Broc~k, running about eight miles easterly from Elk River to the Rum River, is
proposed is r/ne in which a minimum of 100 feet of good usable land be protected or
acquired og each side of the Brook for its entire length. This is a great natural feature of
Ramsey and should not be exploited by developers or others, but preserved for all the
residents tO use. The trails would support hiking, biking and cross country skiing with a
separate tmad~ay for snowmobiling. In addmon, the trails would be a spine enabling the
connectioni°f~;everal park sites and connections to other trails, thus helping to create a true
park system.

Enclosed ~for ,your review:

a) i Site location map
b) , ;'Sketch plan
c) 'Future subdivision plan
d) City Staff review letter dated April 30, 1992

CommissiOn Action:

Determine park dedication for this minor subdivision.

Review Checklist: Copies also distributed to:

Parks/Utilities Coordinator City Engineer
Zoning Administrator

P&R: 5/14/92
