Case #4 <br /> <br />DETERMINE PARK DEDICATION FOR RAMSEY MEADOWS <br /> " : by: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />Mr. Jack 19le~ikveld is requesting a recommendation from the Park and Recreation <br />Commissiot) at to the park dedication requirements for Ramsey Meadows. The proposed <br />plat entails 29,~ acres to be subdivided into 33 single family urban residential lots. <br />Attached f~ yOUr review: <br /> <br /> $itailocation map <br /> Sketch plan received March 12, 1992 <br /> L~ffer dated February 26, 1992 from the City Engineer and Zoning <br /> Ad~nistrator <br />ObservatiOnS: <br /> <br />Ramsey Mqad0ws will be an urban subdivision (serviced by City sewer and water) and <br />will have a density of I. 12 dwelling units per acre (33 + 29.5 = 1.118). <br /> <br />City Code stat~s that this density requires a minimum park dedication of 10% land or in <br />case of cash, cO~l~tribution, the greater of $500.00 per dwelling unit or 10% of fair market <br />value. <br /> <br />The City's Park Comprehensive Plan does not identify trail or park need in this immediate <br />area. <br /> <br />The following items should be given consideration or be discussed: <br /> <br />- The ~33~unit subdivision will likely contain several dozen kids at any one time. <br /> Cou,nt~iRoad #5 and State Highway #47 pose formidable barriers for young <br /> children.' <br /> <br />- 150th Avenue N.W. to the west provides a crosswalk across County Road #5 to <br /> the ~le~entary School, but 1) access to young children may be um'ealistic without <br /> adult Sqpervision because of County Road #5 and 2) The School is as much as a <br /> half i~ite away from some areas of this plat. <br /> <br />- Any!n .e~, for a tot lot in Ramsey Meadows may be exacerbated by Gorham's Sandy <br /> Acr~s tO the north, particularly if there were lot splits because of sewer and water. <br /> !, <br /> <br />- Corr~er ~Lot 8, Block 1 would seem to be a suitable tot lot especially when viewing <br /> the triangular parcel (not yet developed) adjacent to this wetland directly east of Lot <br /> 8. ~l~hi~'-t0t lot then could also serve the residents of the proposed development to <br /> the sbuth, Fleischers 2nd Addition. <br />An alternatiVe.iwould be for Ramsey Meadows and Fleischers 2nd Addition to have <br />abutting tot iots'~ithereby creating a more versatile parcel and a central location. <br /> <br /> <br />
