Box~ 547 <br />Anoka, MN 55303 <br /> <br />Re: Sketch Plan Review; Ramsey Meadows <br /> <br />Gilbert: :~ <br /> <br />We harv¢ ~ecelved the sketch plan for Ramsey Meadows which consists of one sheet <br />drawn!by~[Caine and Associates dated received by the City on February 11, 1992. <br />We offer ~he following comments: ' <br /> <br />1. i ~ning: The subject properly is zoned R-1 Urban Residential. <br /> <br />2. Ggrleral; The proposed plat consists of approximately 29.5 acres to be <br /> d~veloped with municipal water and sanitary sewer and subdivided into 33 <br /> si~!gle family lots. <br /> ;, <br />3. L.O.'[ Sizes and Dimensions: The minimum lot width in the R-1 Urban <br /> R~sidential District is 80 feet, or 90 feet on comer lots, and the minimum lot <br /> ar~a is 10,800 square feet. Not all of the lots in the sketch plan meet the <br /> minimum 80 foot width requirement. <br /> <br />4. W..etlands: The northwest portion of the plat is impacted by DNR Wetland <br /> #7~i29 and the southeast portion of the plat is impacted by DNR Wetland <br /> #458. The Ordinary High Water Mark (OHW) is not reflected on the sketch <br /> pt.~n, but is believed to be 860'. This should be conf'm'ned by DNR. Also, <br /> th~ topo~aphic contours for the plan are ten foot intervals. If the proposed <br /> wgfland OHW boundaries indicated on the sketch plan are based upon this <br /> level of precision, substantial variation might be anticipated when more <br /> de, ltaJted topographic information is collected. This could cause significant <br /> alteration of lot numbers, shapes and street alignments. All land at or below <br /> th~ OHW is under DNR jurisdiction and permits would be required for any <br /> alterations to the basins. No filling would be allowed for the creation of <br /> ' u~]and. All lots should meet minimum areas (10,800 square feet) based <br /> u~on land area above the OHW. <br /> <br />5. i Streets: The primary street to the subdivision is 149th Avenue N.W., <br /> w~h~ch is presently dedicated and in place as a dirt street. There should be <br /> 'disCussion at the preliminary platting phase regarding the paving <br /> '.requirements. The remaining two proposed streets connect in a logical <br /> miinner to allow for connection to future or existing adjacent su'eets. <br /> <br /> <br />
