LORA HAMILTON <br />by: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />Mr. Winslow H01asek and Ms. Lora Hamilton are requesting a recommendation from the <br />Park and R~er~ation Commission regarding park dedication requirements for Mississippi <br />Heights. T~e ~p~'oposed subdivision consists of ! 1 acres to be developed with 19 urban <br />single family l~bmes. <br /> <br />Attached fo~ your review: <br /> <br /> Site ]oc~j tion map <br /> Sketch klan received March 19, 1992 <br /> Revi. ex~~letter from City Engineer and Zoning Adm~nis~:ator <br /> <br />Observahon: <br /> <br />Mississippi .~Ie~ghts will be an urban subdivision (served by City sewer and water) and will <br />have a denaitYoof .58 dwelling units per acre. (11 lots + 19 acres = .578) This density <br />requires a n~inimum park dedication of 10% land or, in the case of cash con~bution, the <br />greater of $~00!00 per dwelling unit o~ 10% of fair market value. <br /> <br />As the MarCh 30, ~992 Staff review letter details, (item 7, page 2) the only previously <br />identified trz¢l rjr'park in this immediate area has been satisfied; that being the determination <br />that three ad~lifi0nal feet of road fight-of-way be acquired for development of a trail corridor <br />adjacent to Rix}~dale Drive. This alignment and acquisition occurred when River View <br />Estates (to the East of Mississippi Heights) was platted. <br /> <br />Staff feels thai minimum park dedication should be fulfilled by cash. However, one <br />possibility ~kot~cl be to place a narrow scenic easement over the sanitary sewer easement <br />(between Lets ~ and 9) for the purpose of river wew~ng by those M~ss~ss~pp~ Heights <br />residents no~ hhving fiver frontage. Credit could be given for the 225 lineal foot public <br />easement fr~m i~137th Avenue N.W. to the river. Given the magnitude of the fiver and the <br />~nfluence xt tias~on Ramsey s quahty of hfe, ~t would seem logical to me to at least prowde a <br />"peek" at it-~or the majority of Mississippi Heights residents and neighbors.. <br /> <br />Mr. Holasek anti.Ms. Hamilton may contend that such an easement may devalue Lots 8 and <br />9. Certainly tfi~is would be more than made up for by virtue of river access for the 11 <br />additional lots. <br /> <br />The Commi~si0n has recently made it a matter of policy to consider park asseSsments <br />above the n'~mii~um park dedication for new subdivisions, particularly those that impact <br />existing Park ~a~ilities or for those that do not provide recreational area within the <br />subdivision. <br /> <br />It would be m,y opinion that if Mississippi Heights does not provide a minimum <br />recreational aspect (i.e., foot path for river and wildlife viewing), park assessment should <br />be considered. <br /> <br />r <br /> <br /> <br />
