That the subject properties are currently zoned I-Industrial and B-1 Business. That the subject properties are currently located outside of the City's urban sewer service area. That Section 9.02.03, Subd. 12, of the Ramsey City Code states that the intent of the Rural Industrial District is to permit certain restricted industrial uses in areas outside of the City's urban sewer service area. That Section 9.02.03, Subd. 11, of the Ramsey City Code states that the intent of the Rural Business District is to permit certain restricted business uses in areas outside of the City's urban sewer service area. That the proposed zoning amendment will/will not substantially adversely impair the use or market value of the subject properties. That the proposed zoning amendment will/will not substantially adversely impair the use or market value of any surrounding property. That the proposed zoning amendment will/will not be harmonious with the objectives of the Comprehensive Plan.
