City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

· (612) 427-1410

February 26, 1992

Mr. Gilbert Menkweld
P.O. Box 547
Anoka, MN 55303

Re: Sketch Plan Review; Ramsey Meadows

Gilbert:

We have received the sketch plan for Ramsey Meadows which consists of one sheet
drawn by Caine and Associates dated received by the City on February t 1, 1992.
We offer the following comments:

1. Zonin g: The subject property is zoned R-1 Urban Residential.

General: The proposed plat consists of approximately 29.5 acres to be
developed with municipal water and sanitary sewer and subdivided into 33
single family lots.

Lot Sizes and Dimension:: The minimum lot width in the R-1 Urban
Residential District is 80 feet, or 90 feet on corner lots, and the minimum tot
area is 10,800 square feet. Not all of the lots in the sketch plan meet the
minimum 80 foot width requirement.

Wetlands: The northwest portion of the plat is impacted by DNrR Wetland
#729 and the southeast portion of the plat is impacted by DNR Wetland
#658. The Ord.inar), High Water Mark (OHW) is not reflected on the sketch
plan, but is believed to be 860'. This should be conf~rrned by DNR. Also,
the topo~aphic contours for the plan are ten foot intervals, tf the proposed
wetland OHW boundaries indicated on the sketch plan are based upon this
level of precision, substantial variation might be anticipated when more
detailed topo~aphic information is collected.. This could cause significant
alteration of lot num~rs, shapes and street alignments. All land at or below
the OHW is under DNrR jurisdiction and permits would be required for any
alterations to the basins. No filling would be allowed for the creation of
upland. All lots should meet minimum areas (10,800 square feet) based
upon land area above the OHW.

Streets: The primary street to the subdivision is 149th Avenue N.W.,
which is presently dedicated and in place as a dirt street. There should be
discussion at the preliminary platting phase regarding the paving
reouirements. The remaining two proposed streets connect in a logical
manner to allow for connection to future or existing, adjacent streets.
