Sutxtivision - Design Standards <br /> <br />§ 9.50.30 <br /> <br />9.$ 0.3 7 Park and open space dedication. <br /> <br /> Subdivision 1. Purpose. The City Council recognizes it is <br />essential to the health, safety and welfare of the residents of Ramsey and persons working <br />in Ramsey, that the character and quality of the environment be considered to be of major <br />importance in the planning and development of the City. In this regard, the manner in <br />which land is developed and used is of high priority. The preservation of land for park, <br />playground and public open space purposes as it relates to the use and development of land <br />for residential, commercial/industrial purposes is essential to the maintaining of a healthful <br />and desirable environment for all citizens of the City. The City must not only provide these <br />necessary amenities for our citizens today,lt but also be insightful to the needs of our future <br />citizens. <br /> <br />It is recognized by the City Council that the demand for park, playground and public open <br />spaced within a municipality is directly related to the density and intensity of development <br />permitted and allowed within any given area. Urban type Higher Density <br />developments mean greater numbers of people and-higher a n i n c re a s e fl demands for <br />parks, playground recreational resources and public open space, t-o 1 o <br />disregard this principle is to inevitably over-tax existing facilities and thus, diminish the <br />quality of the environment for all. <br /> <br />The City's-Park--Systems Comprehensive Park and Open Space Plan4ms <br />establisheds minimum community criteria for meeting the needs of the residents of <br />Ramsey. <br /> <br />It is the policy of Ramsey that the following standards and guidelines for the dedication of <br />land for p~k, playground, and public open space purposes (or cash contributions in lieu of <br />such dedication) in the subdividing and developing of land within the City shall be directly <br />related to the density and intensity of each subdivision and development. ! t is further <br />the policy that it is intended that subdivision dedication SlTail <br />first be allocated toward deficiencies in the subdivision, <br />neighborhood or specific district park(s), then to trails linking <br />parks, then community parks, then multi-jurisdictional park(s) in <br />Ramsey. Finally, that dedication fees recognize the impact upon <br />each of these systems by the subdiuision of land. <br /> <br /> Subd. 2. Residential parkland dedications. The amount of land to <br />be dedicated by a subdivider for residential development shall be based on the gross area of <br />the proposed subdivision, proposed type of dwelling unit and density. <br /> <br />The formula for land dedication shall be based on the number of proposed units per acre. <br /> <br />Dwelling Units <br /> <br />0 - 0.3 units per acre <br />0.31 - 3.0 units per acre <br />3.1 - ~ 5.0 units per acre <br />6-Al 5.
