In accordance with City Code requn'ements, the Welnmanns have applied f~ a~eonditional use permit to maintain horses on less than 3 acres and construct a metal accessor~ st~cture on less than 2.5 acres. In addition to that, there are numerous persons in Ramsey with 'almost' 2!5 aeres that would have preferred to construct metal buildings, but conformed to the regulationslfor, accessory structures on less than 2.5 acres. Ramsev City (~ode~ states that no structure that houses horses may be located within 50 feet of a place c~f hu[m~n habitation and that buildings housing animals shall not be within 75 feet of property lines. ,'FrOm the site plan submitted, it appears that the proposed location of the accessory structure mee~;th~e requirements. The proposedlfenCed in roamina area is approximately .9 acre in size minus the area of the proposed buil~ling;~, one acre of r~oaming area would be required for two horses in order to be exempt from ipro~iding a manure management plan. The Horse Care Commission has recommended ihat~ ihe City require a manure manazement plan that would require monthly removal of manure frorfl tliei property during the spring, sur~mer and fall.
