The reason for this is because the total property <br />area, includin~;thatiwhich would be dedicated as road right-of-way, was taken into consideration <br />when compUti3g th~ number of lots allowed at the time of platting. It is staffs policy to compute <br />lot area, fdr cd~e enforcement purposes, based on measurements from property line to property <br />line, exclusive Of rc~ad right-of-way. The Weinmann property computes at 2.3 acres; code requires <br />2.5 acres for !the. Construction of metal accessory structures. In a survey of some of the <br />surrounding cgmmunities, we have found that Ramsey is the most lenient as far as minimum <br />acreage required for metal buildings. In addition to that, there are numerous persons in Ramsey <br />with 'almost' 2!5 aeres that would have preferred to construct metal buildings, but conformed to <br />the regulationslfor, accessory structures on less than 2.5 acres. <br /> <br />Ramsev City (~ode~ states that no structure that houses horses may be located within 50 feet of a <br />place c~f hu[m~n habitation and that buildings housing animals shall not be within 75 feet of <br />property lines. ,'FrOm the site plan submitted, it appears that the proposed location of the accessory <br />structure mee~;th~e requirements. <br /> <br />The proposedlfenCed in roamina area is approximately .9 acre in size minus the area of the <br />proposed buil~ling;~, one acre of r~oaming area would be required for two horses in order to be <br />exempt from ipro~iding a manure management plan. The Horse Care Commission has <br />recommended ihat~ ihe City require a manure manazement plan that would require monthly removal <br />of manure frorfl tliei property during the spring, sur~mer and fall. <br /> <br /> <br />
