REVIEW RAMSEY MEADOWS PRELIMINARY PLAT
By: Steven J. Jankowski, City Engineer

CASE #1

Background:

In May 1992, the Planning and Zoning Commission and City Council approved the preliminary
prat of RamseS, l~badows subdtms~on. The prehm~nary plat ~ncluded the extensmn of 150th Lane
N.W. intersecting iwith 149th Avenue N.W. To facilitate this street layout, it would be necessary
to fill approx~I~n~bly 6,000 square feet of a DNR protected wetland. The Planning and Zoning
Commission a iidi'~ity Council recommended approval of this subdivision contingent upon gaining
DNR approvai f~'~this filling. The developer has submitted a permit request and made application
to the DNR. In 0¢tober, 1992 the DNR denied the request to fill citing that alternatives with less
environmentaJli~act were available in this situation. The DNR permitting process does allow for
a public heari~ g to. appeal this decision.
At this time tg¢ City would have the alternative of requesting such a public hearing or asking that
the developer consider some alternate plans for the preliminary plat. I have been in contact with
Jeff Caine, stirVOyor for the developer, regarding this issue and he has advised that he would
attempt to hav~ mine alternative sketches available for the meeting.

Commission Action:

At this time, it is the desire to determine whether the City should request a formal public hearing
from the Dm orl the approved preliminary plat or request the developer to submit an alternative
preliminary plfit tOithe Planning and Zoning Commission for review and approval.

Reviewed by:

City Engineer
Zoning Administrator

PZ:I 2/01/92
