CHAPTER 6 <br />ADMINISTRATION OF CITY AFFAIRS <br /> <br />Section 6.1;. Administrative Responsibility. The council, as a body, shall be responsible for <br />the aomtmStra¢on of the city. The council shall appoint an administrative officer to assist in the <br />administratl.0n[,o:f city affairs. For purposes of reference in this charter, this administrative officer <br />shall be ref~rr~l~ to as the clerk-administrator. <br />Section 6.2~ <br /> ~dministrative Organization. <br /> <br /> 6.2.1..The council may by ordinance establish city departments, offices and agencies and <br /> presgrJ~e their functions. No power or duty conferred by this charter upon a particular <br /> offi ,e ~?agency shall be transferred to any other. <br /> <br /> 6.2,2. ~he city council shall by resolution hire or remove heads of departments, and such <br /> otheIr ~tUre officers and personnel as may be required to operate the city efficiently. The <br /> courici~is~hall determine the qualifications thereof and prescribe the duties to be performed <br /> by e~c~i ,except as otherwise prescribed in this charter. <br /> <br /> 6,2.3,. The heads of departments and other officers designated by the council shall report <br /> in P~rs~i~ to the council and to the public at least once each quarter at a regularly <br /> sche~!u~d council meeting. <br /> <br />Section 6.3 uties of the Clerk-Administrator. The clerk-administrator shall be the chief <br />administratJ;Ve ~.~fficer for the council. The council shall establish by resolution, the powers, <br />duties and rCp~,~ting requirements of the clerk-administrator. <br /> <br />Section 6Ai P~rehases and Contracts. All purchases shall be made and all contracts let by the <br />councd. Ccfnt~cts shall be made ~n comphance wxth the umform contracting law, and whenever <br />competitiveilbi s are required, the contract shall be let to the lowest responsible bidder. All <br />contracts, b~n~and instruments of any kind to which the city is a party shall be signed by the <br />mayor and ~e iiierk-administrator on behalf of the city and shall be executed in the name of the <br />city. The ~bui!eil may by ordinance adopt further regulations for the making of bids and the <br />letting of co~ntrliets. <br /> <br />11 <br /> <br /> <br />
