CHAPTER 6 ADMINISTRATION OF CITY AFFAIRS Section 6.1;. Administrative Responsibility. The council, as a body, shall be responsible for the aomtmStra¢on of the city. The council shall appoint an administrative officer to assist in the administratl.0n[,o:f city affairs. For purposes of reference in this charter, this administrative officer shall be ref~rr~l~ to as the clerk-administrator. Section 6.2~ ~dministrative Organization. 6.2.1..The council may by ordinance establish city departments, offices and agencies and presgrJ~e their functions. No power or duty conferred by this charter upon a particular offi ,e ~?agency shall be transferred to any other. 6.2,2. ~he city council shall by resolution hire or remove heads of departments, and such otheIr ~tUre officers and personnel as may be required to operate the city efficiently. The courici~is~hall determine the qualifications thereof and prescribe the duties to be performed by e~c~i ,except as otherwise prescribed in this charter. 6,2.3,. The heads of departments and other officers designated by the council shall report in P~rs~i~ to the council and to the public at least once each quarter at a regularly sche~!u~d council meeting. Section 6.3 uties of the Clerk-Administrator. The clerk-administrator shall be the chief administratJ;Ve ~.~fficer for the council. The council shall establish by resolution, the powers, duties and rCp~,~ting requirements of the clerk-administrator. Section 6Ai P~rehases and Contracts. All purchases shall be made and all contracts let by the councd. Ccfnt~cts shall be made ~n comphance wxth the umform contracting law, and whenever competitiveilbi s are required, the contract shall be let to the lowest responsible bidder. All contracts, b~n~and instruments of any kind to which the city is a party shall be signed by the mayor and ~e iiierk-administrator on behalf of the city and shall be executed in the name of the city. The ~bui!eil may by ordinance adopt further regulations for the making of bids and the letting of co~ntrliets. 11
