If the local improvement was initiate llbY council resolution without an initiating petition and, within sixty (60) days of the ¢oi .:lusion of the public hearing, a petition is filed with the city administrator against such lc'~al improvement and which petition is si~ed by greater than 50 percent of the oW~ers~Of all the real prope~y parcels proposed to be assessed for and benefited by the loc~ i~provement, the council shall not make such local improvement at the expense of the ben ~fited propegy owners. 8,4.$ Withdrawal of Name from Petition. ~y person whose name appears on a petiOor to the council in favor of a local improvement, or on a petition to the council filed~ a~ ~nst a local improvement, may withdraw hisser name by a statement in writing file~: ~ ~th the city administrator before such petiti6n is presented to the council or in person ~t a city council meeting before the city council accepts said petition. 8.4~: ] t~]mg of Petition with City Council.
