[iConsistent with the responsibility to accept considerable leadership over the <br /> gen~al!! conduct of city affairs, the mayor shall study the operations of the city <br /> governS, ent and recommend desirable changes and improvements to the council. The <br /> mayipr !iShall also deliver messages to the council and the public, including a <br /> coml~r .e~ensive message on the state of the city, as soon as practicable after the beginning <br /> of ea{3h!Year of his/her term of office. <br /> <br /> 2.6.~. ~t the first meeting of each year the council shall choose an acting mayor tSom the <br /> cou~.ei~embers. He/she shall perform the duties of mayor during the disability or <br /> abseOac~: ~ of the mayor, or, in the case of vacancy in the office of mayor, until a successor <br /> has beehiappointed and qualifies. <br /> <br />Section 2,7~ Salaries. The council may make investigations into the <br />affairs of th~ cty and the conduct of any city department, office or agency and for this purpose <br />may subPo&m witnesses, administer oaths, take testimony, and require the production of <br />evidence. T~e X)uncil shall provide for an audit of the city's accounts at least once a year by the <br />state departtne~t m charge of such work or by a certified public accountant.
