[iConsistent with the responsibility to accept considerable leadership over the gen~al!! conduct of city affairs, the mayor shall study the operations of the city governS, ent and recommend desirable changes and improvements to the council. The mayipr !iShall also deliver messages to the council and the public, including a coml~r .e~ensive message on the state of the city, as soon as practicable after the beginning of ea{3h!Year of his/her term of office. 2.6.~. ~t the first meeting of each year the council shall choose an acting mayor tSom the cou~.ei~embers. He/she shall perform the duties of mayor during the disability or abseOac~: ~ of the mayor, or, in the case of vacancy in the office of mayor, until a successor has beehiappointed and qualifies. The council may make investigations into the affairs of th~ cty and the conduct of any city department, office or agency and for this purpose may subPo&m witnesses, administer oaths, take testimony, and require the production of evidence. T~e X)uncil shall provide for an audit of the city's accounts at least once a year by the state departtne~t m charge of such work or by a certified public accountant. At any time the council may p~omde for an examination or audit of the city accounts of any city officer or agency, andl:it ~aay provide for any survey or research study of any subject of municipal concern.
