Every proposed ordinance shall be presented in <br />,rdinance shall contain more than one subject. Such subject shall be clearly <br />title. An emergency ordinance is an ordinance necessary for <br />the.immedi[te~reservation~ ~ of the public peace, health, morals, safety or welfare, and ~n' such <br />ordinance tl~.e ~Omergency is defined and declared in a preamble thereto. An emergency ordinance <br />must be ap~ra~Ved by a majority of available members of the city council. An emergency <br />ordinance ~usl be in writing but may be enacted without previous filing or voting, and may be <br />adopted finally at the meeting at which it is first introduced and voted upon by the council. An <br />emergency 9rd n~ance shall remain in effect for the duration of the emergency. No prosecution <br />shall be based ~pon the provisions of an emergency ordinance until twenty-four hours after the <br />ordinance h~s~ ~een adopted, filed with the clerk-administrator, and either has been posted in <br />three consptCU0us places in the city or published as provided for in this charter, or the person <br />charged w[t~ ~olation thereof had actual notice of the ordinance prior to the act or omission <br />resulting in [heliprosecution. <br />Section 317i. ~igning and Publication of Ordinances. The final version of every ordinance <br />shall be rea~ ~ full prior to passage by council unless such reading is waived by a majority vote <br />of the council, ~rovided that a copy of the ordinance is posted or otherwise made available to the <br />public at l~sti 'three working days prior to the meeting at which it is to be adopted. The <br />ordinance. S~al~i ',lhen be signed by the mayor, attested to by the clerk-administrator, and filed and <br />preserved b~, l!im. Each ordinance, or summary of such ordinance, shall be published at least <br />once in the ~ff~ial newspaper.
