Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION//03-09-232 <br /> <br />RESOLUTION DECLARING COST TO BE ASSESSED AND CALLING FOR A <br />PUBLIC HEARING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON <br />MUNICIPAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET <br />LIGHTING, RECYCLING, STORM WATER CHARGES AND PENALTIES <br />INCURRED) AND CURRENT SERVICES RENDERED <br /> <br /> WHEREAS, the City of Ramsey provides varying services that are billed directly to <br />residents tkn'ough the municipal utility bill and through invoices; and <br /> <br /> WHEREAS, City of Ramsey Ordinance #94-13 allows for the certification of payments <br />that are delinquent on or before September 1; and <br /> <br /> WHEREAS, the City Administrator has calculated the proper amount to be specially <br />assessed against evelaj assessable lot, without regard to cash valuation, as provided by law, and <br />has on file in the city offices a copy of such proposed assessment for public inspection. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the mnount to be assessed against property owners is declared to be $16,521.09. <br /> <br />2) <br /> <br />That the principal of the assessments shall be for one (1) year, payable with property <br />taxes payable in 2004 and shall bear an administrative charge of $35.00 for each <br />delinquent bill and shall bear interest at the rate of 5.50 percent per annum from the date <br />of the adoption of the assessment resolution. <br /> <br />3) <br /> <br />That a public hearing shall be held on Tuesday, September 23, 2003 at 7:00 p.m. at <br />Ramsey Fire Station I, to pass upon such proposed assessment and at such time and place <br />all persons owing delinquent payments will be given an opportunity to be heard with <br />reference to such assessments. <br /> <br />4) <br /> <br />That the City Administrator is hereby directed to cause notice of the public hearing on the <br />proposed assessment to be published in the official newspaper at least two weeks prior to <br />the hearing, and he shall state in the notice the total cost of the delinquent payments. He <br />shall also cause mailed notice to be given to the owner of each parcel described in the <br />assessment roll not less than two weeks prior to the hearings. <br /> <br />5) <br /> <br />That the owner of any property so assessed may, within 30 days from the adoption of the <br />assessment, pay the whole assessment without interest charges accrued. Payments <br />received after the 30 days will be refused and the assessment will be certified to the <br />County Auditor for the specified period of one year. <br /> <br /> <br />
