CASE <br /> <br />2004 ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />At tonight's meeting, public hearings will be held on Improvement Projects #04-01 <br />through 04-14, which comprise the 2004 Annual Street Maintenance Program. The City <br />has a considerable investment in the 145 miles of bituminous street for which it is <br />responsible. It is estimated that the replacement costs of the bituminous and street base <br />approach $10 million. The City has established the practice of applying timely <br />preventative maintenance to the pavements to preserve this investment. In general, the <br />table below presents an idealized timetable for pavement maintenance. <br /> <br />Typical Bituminous Street Maintenance Cycle <br /> <br />Year Action <br />0 Construction <br />5 Sealcoat <br />12 Sealcoat <br />19 Overlay <br />24 Sealcoat <br /> <br />Budget constraints and pavemeut conditions are factors which alter the actual schedule <br />from the typical schedule above. <br /> <br />The City's oldest pavements date back to 1974, and the first street maintenance program <br />was initiated in 1981. The City has had an annual maintenance program since that time. <br />Attached is an exhibit illustrating the pavement construction and maintenance history. <br />Through the 1990 progrmn it was the City's policy to assess the total cost of the <br />maintenance programs. Beginning in 1991, the City changed the policy and currently <br />assesses 50 percent of the total project cost, with the City financing the remaining half. A <br />copy of the current assessment policies are attached to this case. Note that policy No. 10 <br />was recommended by the Public Works Committee for adoption at its February 2004 <br />meeting. This policy was recommended in part due to project 04-14 and will be considered <br />for ratification later tonight during the Report for Public Works. <br /> <br />This year's program consists of 14 individual projects, covering 19.2 miles. Twelve <br />projects involve crackfill/sealcoat projects covering 17.54 miles of roadway. Two projects <br />involve a 1½ inch bituminous overlay covering 1.66 miles. Individual projects have <br />combined subdivisions having similar pavement areas per unit into single projects to <br />reduce administration costs. Attached to this case is Table 6 of the feasibility study which <br />summarizes this year's project costs and anticipated individual assessments. The total cost <br />of all improvements are anticipated to be $329,205, of which $20,438 will come from <br /> <br /> <br />
