REC'D AR 0 i

NICHOLAS AND SHELLY MATTSON

February 26, 2004

Ramsey City Council
15 t 53 Nowthen Blvd NW
Ramsey, MN 55303

Dear Council Members.

We are writing regarding the public hearing on Tuesday, March 9, 2004. We are not able to attend
and would like our views known. Our street was repaved a few years ago and we are still paying
on it. It is in fairly decent shape now. There are other streets in Ramsey that are much worse than
ours. It doesn't seem fair that we have to once again pay for road improvements that should
already be covered by our taxes. The city we lived in before Ramsey did not assess charges to the
homeowner for road improvements, as this was paid for in our taxes. Many other cities do not
assess for this either. We do not want to add another assessment to our already high enough taxes.
The City of Ramsey has more tax money than ever before due to all the new home construction.
You are letting almost every available acre be taken by developers to build more homes. Ramsey
Towne Center will bring in millions of tax dollars every year. We are opposed to this project
unless the city will pay for it. In the meantime, maybe you should work on paving Chameleon
Street, as halfofthe residents who live there drive on our paved street so they don't have to go so
far in the dirt. Paving Chameleon Street would save on the wear and tear of 176th Lane.

Sincerely,

Nick and Shelly Mattson
